National System Operator (ONS) launches regulatory bulletin on integration between transmission and distribution operators, with input from PSR

The National System Operator (ONS), with input from PSR, recently published a regulatory bulletin dedicated to the integration between transmission (TSO) and distribution (DSO) system operators. Coordination between operators is essential in a scenario of increasing presence of Distributed Energy Resources (RED), such as solar distributed generation, energy storage systems, electric vehicles and demand response.
With the advancement of these resources, the importance of efficient operational management in distribution networks also grows, in synergy with the transmission system, ensuring the reliability and security of the National Interconnected System (SIN). This challenge is the central theme of the TSO-DSO Integration project, a demand identified by the ONS in partnership with the National Electric Energy Agency (Aneel) and executed by the consortium led by PSR with Daimon Engenharia e Sistemas. The project presents a diagnosis of the national and international reality, evaluating mechanisms that have already been tested, studied and/or implemented in other countries, and presents a proposal for prioritizing technical and regulatory initiatives to address the issue of coordination between transmission and distribution companies, taking into account the Brazilian reality.
PSR has played a fundamental role in this project, supporting the ONS in structuring and developing solution proposals, involving the allocation of responsibilities and incentives to distributors, aggregators and REDs in order to promote the integration of REDs into the system’s operation in an efficient manner and consistent with the system’s needs.
